David L. Grange is the President of Osprey Global Solutions, LLC, a Service - Disabled Veterans Organization, which provides risk assessments, security operations, geopolitical consulting, remote area medical and logistical services, training support, and includes the Osprey Research, Developmental, and Training Facility. Osprey is based in Council, NC, and operates globally, providing services to government, for-profit, and non-profit sectors. Osprey has recently operated in Northern Iraq (Kurdistan), providing advice to various government ministries and medical support to the Peshmerga and displaced populations. Osprey recently worked with partners in Afghanistan to evacuate those oppressed by the new regime since September 2021, who previously worked for the US Government and NATO Forces, and women in educational and judicial positions. Since Mar of 2022 Osprey, led by Grange has evacuated personnel in danger from front - line locations and trained first responders and military personnel in medical trauma and prolonged care, as well as advanced counter IED, Booby Trap and demining throughout Ukraine.
Grange was the CEO of Pharm-Olam International, LLC, which provides a full range of clinical support to pharma and biotech companies. Pharm-Olam is headquartered in Houston, Texas, and operates globally with regional offices in Research Triangle Park, North Carolina, and Bracknell, United Kingdom.
Grange departed PPDI (Pharmaceutical Product Development, Inc.), a clinical research organization, in 2011 as CEO and as a member of the Board of Directors since 2003. As CEO, he was responsible for the oversight of company clinical and laboratory operat ions and personnel in over 100 countries with 10,500 employees. He provided clinical and laboratory services to the majority of the top global pharmaceutical and biotech companies, as well as government health and research organizations. Prior to joining PPDI, Grange served in the McCormick Foundation for over 9 years, as President and Chief Executive Officer, and earlier as Chief Operating Officer. The Foundation, one of the largest philanthropic organizations in the United States, works to advance the ide als of a free, democratic society by investing in children, communities, and country, and has granted more than $1.5 billion to organizations across the nation.
Grange served 30 years in the U.S. Army, leading from platoon through division level, with a decorated military career. His final assignments before retiring were Commanding General Task Force Eagle, conducting peace support operations in the Balkans, and Commanding General of the First Infantry Division headquartered in Germany. Grange commanded the 75th Ranger Regiment, Task Force Green (Special Operating Forces) during Desert Storm, the I-503rd Infantry Battalion in Korea, Deputy Commander of the US Army Special Operations Command, Deputy Commander and Operations Officer of a Counter Terrorist unit and Squadron Commander of the same, SF Detachment Commander for both HALO and Scuba Teams, Infantry Company Commander in the 101st, Ranger Company Commander in the 75th Ranger Regiment, Aviation Platoon Commander in the 101st, Platoon Leader in Vietnam in both the 101st and L Co Rangers and Platoon Leader in the 82d Airborne.
He is Special Forces, Ranger, HALO, Scuba, Pathfinder, Air Assault, Aviation, and SAS qualified. During his tour in the Pentagon, Grange was responsible for Army Readiness, Mobiliz ation, and Current Operations and served as the Director of Military Support to government agencies for natural and manmade disasters throughout the USA.
Following 9-11, Grange was a national security consultant for CNN, CBS, and WGN. He regularly speaks and writes for a variety of companies and government institutions on leadership, organizational effectiveness, disaster preparedness, citizenship, Veterans’ issues, and foreign relations at home and abroad.
Grange holds a bachelor’s degree from North Georgia College and a Master’s in Public Service from Western Kentucky University. In addition, he is the recipient of an honorary Doctor of Humane Letters degree from both Johnson & Wales University and from Aurora University. Grange attended the Kellogg Business School and has been a Kellogg CEO Perspectives Fellow since 2003. He was ‘knighted’ into the Military and Hospitalier Order of St. Lazarus in 2017. Grange is in the Ranger Hall of Fame, the Georgia Military Veterans Hall of Fame, and is a University System of Georgia Distinguished Alumnus.
Grange serves on the boards of Tonix Pharmaceuticals, Tekniam (rapid universal communications systems), Chairman of Joint Humanitarian Operations Consortium, Chairman of Constanta Aviation, the Boy Scouts Council, and as a board member and VP Business Development of NCX Inc.

Solomon Yue, Jr. is a legal immigrant born in Communist China. He survived the Cultural Revolution and escaped tyranny by moving to America as a private international student, speaking only two English phrases: “Thank you” and “Coca Cola.” He worked two jobs (waiter and janitor) to pay for his Management Sciences BA and International Trade MBA. He earned his U.S. citizenship under the Third Preference category for highly skilled professionals as an International Trade Economist. Solomon then started a successful medical glove manufacturing and importing business. He represented Oregon on the Republican National Committee from 2000 to 2024 and retired with a seniority ranking of eight among the RNC's 168 members.
In 2008, Solomon co-founded the RNC’s Republican National Conservative Caucus, a braintrust of the national conservative movement dedicated to returning America to its founding roots. At the same time, he co-founded the 89 -member Republican Conservative Steering Committee, a member-driven political forum for public policy debates.
He previously served as Vice Chairman for three PACs: the USA Super PAC, the Republican Super PAC, and the Grassroots Conservative Coalition. As President of Grassfire Strategic Planning and Management Group LLC, he managed political campaign projects throughout America.
Solomon founded Republicans Overseas (RO) in 2013, and still serves as Vice Chairman and Chief Executive Officer. RO provides a two- way infrastructure to keep American Republicans who live overseas politically well informed while also providing a mechanism to direct the policy concerns of overseas Americans back to political leaders and presidential candidates. RO's mission is to inspire the nine million Americans living overseas to engage more fully in the U.S. democratic political process through the provision of briefings, policy research and advocacy. More recently, RO has begun targeted engagement and registration of overseas votes to affect U.S. elections.
In 2023, Solomon co-founded the Worldwide Freedom Initiative (WFI) beneath the RO umbrella with Randy Yaloz and Kerry McQuisten. The WFI's first summit, held in Paris, France, boasted conservative leaders from 24 nations, all standing for freedom. President Trump called in to the event, which featured keynote speaker Governor Kristi Noem. Speaker Mike Johnson sent a written statement.
In 2024, he became the first Oregonian in history to become a member of the RNC's Eagles 168 due to his fundraising success for the Trump 47 Committee. Also in 2024, he co-founded and serves as Co-Chair on the Board of Directors for the new non-profit, Oregon Conservative Caucus.

Russ Walker is the Founder and President of the Institute for Civic Security and Policy. He is an accomplished political executive with over 28 years of experience leading statewide and national campaigns and organizations.
He has served as a senior advisor to presidential candidates and U.S. Senators. For nearly three decades, he has provided general consulting and campaign management services to private corporate clients, non-profits, ballot measures, and political candidates. He has worked on campaigns in 40 of the fifty states and overseas.
Russ has advised some of the most influential organizations on the right, including the State Policy Network, FreedomWorks, Club for Growth, and Republicans Overseas. He has also collaborated closely with several of the nation’s most successful state-based think tanks, such as Libertas (Utah), the Mackinac Center for Public Policy (Michigan), the James Madison Institute (Florida), among others.
He founded and led FreedomWorks for America, along with other political action committees over the past two decades. He played a key role in organizing, training, and guiding the Tea Party movement.
Russ also created the Afghanistan Relief Project (ARP) and the Ukrainian Relief Project (URP). The ARP was established to provide a sustainable rescue and evacuation network for American citizens (AMCITS), Special Immigrant Visa (SIV) holders, Afghan allies of U.S. personnel, persecuted minorities, religious groups, women, and children—ultimately resulting in the rescue of thousands. The URP developed a sustainable evacuation infrastructure, bases of operation, and humanitarian aid services—including shelter, processing, food, water, communications, medical care, transportation, and protection—through host nation partnerships and coordination with governmental and non-governmental humanitarian organizations.
He has been interviewed and quoted by numerous media outlets, including CNN, Fox News, The Daily Show, Lehrer NewsHour, Mother Jones, Politico, The Hill, The Wall Street Journal, The New York Times, The Washington Post, The Washington Times, and many others.
Russ was appointed to the Oregon Advisory Board for the U.S. Commission on Civil Rights and has served on the boards of Baker Charter School and the Peter R. Marsh Foundation.
He earned his bachelor’s degree from Brigham Young University and served in the Army National Guard. He is married to Lisa Walker, and together they have four children and two dogs. They reside in Oregon.
